Institute of National Importance Combined Entrance Test
The Institute of National Importance Combined Entrance Test (INI-CET) is the common entrance examination for admission to postgraduate medical and dental programmes at participating Institutes of National Importance. AIIMS New Delhi conducts the application process, computer-based test, result and central online seat allocation. The examination can lead to MD, MS, MDS, six-year DM, six-year MCh and MD (Hospital Administration) seats, but the programmes offered differ by institute and admission session.
INI-CET matters because it is the route to postgraduate training at AIIMS campuses and institutions such as JIPMER Puducherry, PGIMER Chandigarh, NIMHANS Bengaluru and SCTIMST Thiruvananthapuram. It is separate from NEET-PG counselling. A candidate who wants both sets of opportunities must follow the two examination and counselling systems independently.

What INI-CET covers
The examination is used for the following postgraduate courses where seats are notified by a participating INI:
- MD and MS after MBBS;
- MDS after BDS;
- direct six-year DM and MCh programmes after MBBS;
- MD (Hospital Administration) where offered.
Passing the examination does not create an automatic right to every programme or institute. Each INI publishes its own Part B prospectus covering course-specific eligibility, seat categories, institutional preference, reservation, fees, stipend, service obligations, resignation penalties, hostel rules and other conditions. Candidates should therefore read the common Part A prospectus and the Part B prospectus of every institute they place in their choice list.
Eligibility
For Indian nationals, the common examination eligibility is:
- an MBBS degree recognised for the relevant medical programme, or a BDS degree recognised for MDS;
- completion of the required 12-month compulsory rotating internship or practical training by the deadline stated for that admission session;
- provisional or permanent registration with the National Medical Commission, Dental Council of India, or a State Medical/Dental Council;
- aggregate marks across all professional MBBS/BDS examinations of at least 55% for categories other than SC/ST, including OBC and EWS, and at least 50% for SC/ST. For PwBD candidates, the minimum follows the candidate's underlying category.
Indian citizens who obtained their medical degree abroad should check the special rule in the prospectus: the FMGE marks are considered in place of the qualifying-degree aggregate, while the applicable minimum percentage remains. Foreign nationals, sponsored candidates and OCI/PIO candidates have separate documentary and category rules. Institute-specific admission eligibility can be narrower than eligibility merely to sit the test.
The internship cut-off is decisive. Being likely to finish shortly after it does not make a candidate eligible. Registration and documents are also verified by the allotted institute; receiving an admit card or rank does not prove final eligibility.
Application process
AIIMS uses a three-stage process:
1. Registration and Basic Candidate Information: create or use the candidate account, enter personal information, and upload the photograph, signature and left-thumb impression in the prescribed format. A previously accepted basic registration may remain reusable, subject to the portal's rules.
2. Generate the Exam Unique Code (EUC): an EUC is specific to a particular INI-CET session. A code generated for an earlier examination cannot be reused.
3. Complete the application: use the registration ID, password and new EUC; enter qualification/category details, select examination-city preferences, pay the applicable fee and verify final status.
Candidates should not treat payment alone as proof of a valid application. The portal's completion status, image acceptance and any deficiency notices must be checked. Preserve the submitted form, payment record and login details. Exact dates, fees, document formats and city options can change, so use the applicable prospectus rather than an old screenshot or coaching-site summary.
Exam pattern
INI-CET is a computer-based test in English with 200 objective questions in 180 minutes. Questions can include both single-correct and multiple-correct formats.
- Correct answer: +1 mark
- Incorrect answer: -1/3 mark
- Unanswered or marked for review: 0
The paper is divided randomly into four sequential parts of 50 questions. Each part remains active for 45 minutes and is submitted automatically when its time expires. Once the next part opens, the candidate cannot return to an earlier part. This is a major strategy constraint: review must be completed inside each 45-minute block.
If candidates tie on marks, the official order is fewer negative marks followed by older age. Eligible candidates with writing limitations can seek scribe and/or compensatory-time facilities under the prescribed disability rules and certificate formats.
Syllabus and preparation approach
AIIMS does not present the test as a chapter-by-chapter coaching syllabus. Preparation should cover the knowledge and clinical application developed through the MBBS or BDS curriculum relevant to the programme. For medical candidates, this means integrated command of pre-clinical, para-clinical and clinical subjects rather than isolated memorisation.
A practical plan is to:
- build a first-pass revision of all major subjects;
- practise clinical vignettes, images, investigations and cross-subject questions;
- maintain an error log separating knowledge gaps from interpretation and careless errors;
- simulate four locked 45-minute blocks, not only one unrestricted three-hour paper;
- use negative marking intelligently: first secure clear answers, then reconsider uncertain choices within the active block;
- revise volatile facts and frequently confused differentials in short cycles.
Because multiple-correct questions can punish partial knowledge, candidates should read the displayed instructions carefully instead of assuming every question behaves like a conventional single-answer MCQ.
Qualifying cutoff versus admission cutoff
The official minimum qualifying standard is expressed as a percentile, not a fixed number of marks:
- 50th percentile for UR, EWS, OCI, sponsored and foreign-national seats;
- 45th percentile for OBC, SC, ST, PwBD and Bhutanese-national seats at PGIMER Chandigarh.
This is only the threshold for consideration. It is not the closing rank for a specialty or institute. Actual admission depends on the candidate's overall merit rank, category, eligible seat pool, choices, reservation and institutional-preference rules, and the seats available in that round. Popular branches at high-demand institutes can close far above the qualifying threshold.
There is therefore no honest single “INI-CET cutoff” for admission. The useful comparison is institute + course + category + allocation round. Candidates researching trends should use official allocation-result PDFs and seat matrices, not predicted marks presented as guarantees. A previous closing rank is a planning reference, never an entitlement in a later session.
What to do after the result
Qualifying candidates must actively participate in online seat allocation. The normal structure includes a mock round, first round, second round and open round; additional or institute-level spot rounds may be used when required.
1. Download the result and note the overall rank, category rank and qualifying status.
2. Read the session's seat-allocation brochure, each relevant Part B prospectus and the final institute/subject-wise seat matrix.
3. Register for seat allocation when required and build a preference list by institute and specialty, not by institute reputation alone.
4. Place choices in genuine preference order. The allocation system uses merit, submitted choices and the applicable institute/reservation rules.
5. Check the mock allotment as feedback, revise choices if the rules allow, and lock or submit them by the deadline.
6. After an allotment, follow the stated acceptance option and reporting instructions. Do not assume that silence preserves the seat.
7. Report to the allotted institute with original documents, complete eligibility verification, medical examination, fee payment and joining formalities.
8. Understand the resignation, upgradation and open-round consequences before accepting or surrendering a seat. These can include loss of seat, security deposit or eligibility for later rounds, depending on that session's rules.
Before choice filling, compare specialty fit, case mix, faculty and department strength, duty pattern, research exposure, location, stipend, hostel, bond/service conditions and exit penalty. A prestigious institute in an unwanted branch is not automatically a better long-term choice than a well-supported preferred specialty elsewhere.

Documents to prepare for admission
The exact checklist belongs to the allocation brochure and allotted institute, but candidates should be ready with the INI-CET admit card, result/rank record, allotment letter, MBBS/BDS degree or provisional certificate, professional mark sheets, internship-completion certificate, medical/dental registration certificate, government photo identification, category/EWS/PwBD certificates in the required format, and sponsorship/foreign-national/OCI documents where applicable. Name and date-of-birth consistency across records should be checked early.
Final decision checklist
Before applying, confirm degree recognition, aggregate marks, internship completion and council registration. Before the test, practise the four-block interface and negative-marking discipline. After the result, separate the qualifying percentile from realistic branch-wise closing ranks, study the final seat matrix, and fill choices in true preference order. Admission is complete only after allocation, document verification, medical fitness, fee payment and joining at the institute.
